Ray Davy has extensive experience in high-level strategic and policy advisory roles for Governmentand local government organisations, especially in asset strategies. He has specific experience in strategic policy around commercialisation of publicly owned assets and public-private joint ventures to deliver policy outcomes.
He has sound knowledge of governance issues in the local government sector in Australasia, and specific experience with Council-owned development entities, as well as experience in most aspects of the property industry.
Ray’s qualifications include a Bachelor of Engineering and a Bachelor of Legal Studies.
Chris Liversage has extensive experience working with, and in the local government sector, both locally and internationally. He is familiar with a wide variety of operational matters, financial management, various costing models, strategy development, practical constraints and other issues related to local governments. He has worked in a diverse range of roles at senior levels in local governments, including Subiaco, Stirling, Bayswater and Wanneroo.
Internationally, his experience includes an advisory role to the National Treasury of South Africa with respect to local government financial management. Chris was also program manager on a European Union program to strengthen local government in South Africa, which included oversight of training initiatives in infrastructure operation, creation and maintenance, financial management, and national support systems to local government, including web-based capacity assessment. Chris’s qualifications include a Bachelor of Business and a Diploma of Local Government. Professional memberships include Local Government Professionals WA. Niel Mitchell is an experienced local government consultant whose career has included working as a CEO and as a ‘hands on’ local government practitioner. He has worked with or at a number of local governments including Narrogin (Town & Shire), Menzies, Yalgoo, Trayning, Pingelly, Lake Grace, East Pilbara, Williams and Wagin.
He has been working with a number of local governments considering merger, has experience managing regional groupings of Councils, and the management of shared services contracts.
Niel's qualifications include an Associate Diploma in Local Government and he is a member ofLocal Government Professionals (WA).
